A Joint Committee comprising the relevant Portfolio Holders of each of the partner authorities is the proposed decision making body on matters relating to the procurement of a joint contract. Key procurement matters to be delegated by each authority to the Joint Committee and project team. Having overseen the procurement process, the Committee would recommend the appointment and terms of a joint contractor and how service costs should be apportioned for the consideration by each authority.
