PRESENTATION BY SURREY POLICE ON YOUTH ISSUES

 

 

 

The Committee received a presentation made by PC Crabbe, Youth Affairs Officer, and Ben Williams, Youth Community Support Officer, of the Surrey Police Youth Team.  They gave a description of their roles and liaison with agencies such as local schools and the Council.  Members were informed that there was no statistical evidence of a rise in youth crime, and that levels were no higher than ten years ago.  Most young people committed their first crime between the ages of 11 and 13, and the most common crime committed was fare evasion.

 

 

 

A Junior Citizen Scheme had been set up to educate 10 and 11 year olds on community safety issues.  The scheme had been very successful, with over 1000 visitors in 2003.

 

 

 

The Committee was informed of the forthcoming youth initiatives in the Borough, including:

 

 

 

1)

Rhyme against Crime - Poetry competition.

 

 

 

2)

Mean Machine - Junior football team.

 

3)

SNAP (Say No and Phone) Discos - Held for under 16 year olds at the Camberley Theatre to promote the Government’s anti-drugs campaign.

 

 

 

4)

Speed enforcement - School children assisting traffic police at the roadside, in an effort to persuade drivers to monitor their speed.

 

 

 

5)

Teen Shelters - The shelters in Heatherside and the Old Dean had been well used.  The Heatherside shelter had recently been vandalised.  However, the Police had been making good progress with investigations into the person responsible.

 

 

 

6)

School Newsletters - The Police had been given a column in school newsletters to promote community safety and related youth issues.  School surgeries had also been held.

 

 

 

The Committee received feedback, via PC Crabbe, from the local police officers on the main issues in all areas of the Borough.

 

 

 

1)

Old Dean - It was reported that things had generally being going well on the estate and there had been no reports of groups of youths congregating outside the shops since February 2004.

 

 

 

2)

Bagshot and Lightwater - There had been extra patrols to target groups of youths congregating in public places.

 

 

 

3)

Frimley -  There had been some problems with groups of youths causing a public nuisance outside certain shops in the High Street.

 

 

 

4)

Heatherside, Mytchett and Deepcut - There had been some problems with children knocking on residents’ doors and then running away.  A Heatherside Focus Group had been established to try and work together with residents to tackle the problems in the area.

 

 

 

The Committee was informed of three areas in which the Police required assistance from the Council:

 

 

 

1)

Anti-Social Behaviour Orders/Acceptable Behaviour Contracts;

 

 

 

2)

the designation of dispersal areas in certain public parts of the Borough, to give the Police authorisation to break up groups of more than two youths and escort under 16 year old children home; and

 

 

 

3)

the provision of extra street lighting in certain areas of the Borough to aid public safety.

 

 

 

The Committee thanked PC Crabbe and Ben Williams for their clear and helpful presentation.

COMMITTEE WORK PROGRAMME 2004/05

 

 

 

The Committee was required, by Chapter 4.2 of the Constitution, to consider its annual work programme and the service reviews it proposed to undertake in the forthcoming year, for submission to the Council, through the Executive.

 

 

 

The Committee considered a report proposing potential issues which it could address as part of its work programme and Members were invited to suggest additional issues for the work programme.  The Committee also noted that the work programme could be subject to adjustments to meet the requirements of the Comprehensive Performance Assessment Improvement Plan and the organisational review.  

 

 

 

RESOLVED, That the Executive, and Council, be recommended to adopt the Committee’s work programme, attached as Annex A, for the municipal year 2004/05.
