3. Suspension of Council Procedure Rules

The Mayor to move that, in order to allow for freer debate, the Council Procedure Rules 14.5 (length of speech), 14.6 (councillors speaking more than once), and 21.2 (the requirement to stand) be suspended for the remainder of this meeting.
