Minutes:
The application was for the erection of a detached 2 bed dwelling with associated parking and amenity area to rear of site following demolition of single storey rear building.
This application had been reported to Planning Application Committee as the site was owned by the Council. This application was considered in conjunction with the application for listed building consent (23/0221/LLB).
Members were given the following updates:
“The applicant details: Surrey Heath Borough Council
The applicant has confirmed agreement to the pre-commencement conditions
Additional condition 17
No development shall commence until a Construction Transport Management Plan, to include details of:
(a) parking for vehicles of site personnel, operatives and visitors
(b) loading and unloading of plant and materials
(c) storage of plant and materials
(d) measures to prevent the deposit of materials on the highway
(e) hours of operations
have been submitted, to and approved in writing by, the Local Planning Authority. The development shall be constructed in accordance with the approved details.
Reason: To ensure that the proposed development does not interfere with the free flow of traffic and conditions of safety on the public highway, and to ensure the development process does not have a significant adverse impact on the amenities of nearby residential properties in accordance with policies DM9, CP11 and DM11 of the Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework.”
The application was proposed by Councillor Robin Perry and seconded by Councillor Edward Hawkins and put to the vote and carried.
RESOLVED that application 23/0220 be granted subject to the conditions in the Officer’s report.

It was noted for the record that
I. Councillor Valerie White declared a non-pecuniary interest as a trustee of Bagshot Village Community Library which occupied the front of the building, but came into the meeting with and open mind; and
II. Councillor Edward Hawkins declared on behalf of the Committee, that Surrey Heath Borough Council was the applicant
